The Department of Local Affairs, Division of Property Taxation, will be holding a rule making hearing to consider public input on proposed changes to CCR 8 1304-2, Rules and Regulations For Exempt Properties. The current rules may be viewed at the Colorado Secretary of State’s website.
The proposed changes are additions and amendments designed to adjust the rules to conform to statutory changes. Suggested changes will be available at this website.
There was a change in value based on a BAA Settlement, Docket No.: 2025BAA345 appeal resulting in a value reduction and apportionment change to the referenced property. The revised values are:
Enclosed is a sample public notice along with sample media releases for 2026. The notice and media releases may be used as written by filling in the blanks with the appropriate information, or they may be customized to meet your needs. Adjustments have been made for the 2026 statutory dates that fall on a weekend or holiday. The dates for real property are set assuming that the Real Property Notices of Valuation will be mailed on May 1, 2026. If the notices are mailed earlier than May 1, the date real property protests begin must be adjusted accordingly.
At their meeting held on September 26, 2025, the State Board of Equalization appointed Mr. Keith Erffmeyer, the current Denver County Assessor, to be the next Property Tax Administrator for the state of Colorado. Keith will start his official duties in January of 2026. Our sincerest thanks to Keith for his interest in pursuing and then accepting the position.

The deadline for submitting the Out-Of-State Ownership List to the Department of Revenue is on or before June 1, § 39-5-102(3), C.R.S. The Department of Revenue requests that the data be submitted electronically in an Excel spreadsheet. This spreadsheet is a list of the names and addresses of all nonresidents as shown in your records as of the previous assessment date of owned real or personal property within the county. The requested format is detailed as follows:

The taxpayer requested an all year nonstop speed of 250 miles per day, like coal unit trains, for crude oil tankers traveling back and forth mostly between Utah and Kansas. We insisted on a speed study to go higher than the actual system wide and typical calculation of 151 miles per day, which took the prospect of a hearing to acquire. This resulted in a value reduction and apportionment change to the referenced property. The revised values are:

Assessors with omitted property in their county will add the value for 2024 and value track it as omitted property.
Notify the treasurer of the omitted value by providing a spreadsheet indicating the value and taxes for each property impacted along with a copy of this bulletin.
